Stark County Roots, Stark County Values

Jim was raised in Lexington Township, in the Alliance area, and graduated from Marlington High School.  His undergraduate studies were at Mount Union College, and he graduated with honors in 1985, with a Bachelor of Arts degree in Political Science and Business Management (recipient of the Judge Phillips Pre-Law Award).  Jim also attended American University in Washington, D.C., and served as an Intern in the United States Supreme Court.  Following Mount Union, Jim pursued his further education proceeding directly to law school.

Jim graduated from Case Western Reserve University School of Law with honors in 1988 (recipient of the Banks-Baldwin Law Publishing Award).  During law school, he worked as a clerk for two local, well-respected lawyers, gaining early experience in a wide range of general practice areas, including legal matters involving business and real estate disputes and personal injury claims, domestic relations issues and criminal law.  Licensed to practice since 1988, Jim's practice has expanded to the challenges of an extensive practice in the state and federal courts, handling cases involving: civil rights claims, political subdivision litigation, zoning and land use matters, injury and insurance suits, copyright and trade secret disputes, employment and personnel issues, taxation matters, criminal cases (including petitions for review before the U.S. Supreme Court) as well as administrative hearings and a myriad of other legal topics.  Jim's trial and litigation experience has extended into the state and federal appellate courts, and he has argued a number of cases before the Ohio Supreme Court.

Jim has practiced for over 25 years with the Stark County-based law firm of Baker, Dublikar, Beck, Wiley & Mathews.  He has been a partner in the firm for over 23 years.

First elected to local public office in 1999, Jim has served as a Trustee in Lexington Township for the past 18 years, serving as Board President for over 10 years.  In addition, Jim is active with the Alliance Area Memorial Day Committee (President 2005-Present), is a long-standing member of the Alliance Salvation Army Advisory Board (Chairman 2005-2015), and is a member of Elks #467.  Previously, Jim served with the Lexington Ruritan Club and was a youth soccer coach with the Alliance Futbol Club.
